Media in Serbia claims that during the July 1^st meeting in Paris, of regional leaders with Chancellor Merkel and President Macron, a framework for resolving Kosovo issue could be formulated, while the final proposal should be approved by the end of the year.

If such scenario is to be implemented, Serbia’s referendum on Kosovo could be held in the spring of 2020, along with the Serbian parliamentary elections.

According to the Serbian newspaper Blic, such a scenario will only be possible if the Paris meeting takes place.

As has been speculated recently, Chancellor Merkel and President Macron have no accord on  how to elect new European Commission’s president, as well as on who will candidate for European institutions. Although they want to leave impression that everything is fine and that there is no dispute, sources close to both parties confirm that relations between two most powerful European political figures are not satisfactory, the Belgrade newspaper writes.

“Concerning the July 1 meeting in Paris, which from today’s perspective seems  far and uncertain, we can assume that it can formulate a framework or a platform that should serve as a starting point for final solution to the problem, ” a diplomatic source told the Belgrade daily Telegraph.

Interested parties would receive a framework that they could harmonize.

“Then both parties will be given a couple of months, or more, to negotiate the text of basic document, to change specific parts, introduce new details, and harmonize the final draft resolution of Kosovo case, and then that document to present to their citizens”, the diplomatic source explained.

Serbian President Vucic declared that he still don’t know whether Paris meeting will take place, due to the consultations that Chancellor Merkel and President Macron have with the Americans.

“I know they talk to each other, as they know that Paris should not end up as a disaster. If it is seen that things are going in that direction, then who knows if the Paris meeting will take place? “Vucic said.

According to President Vucic, Belgrade’s position will be clear in Paris, unchanged and absolutely rational and reasonable – that Pristina should remove the tariff on Serbian products in order for Serbia to participate in dialogue, and give the effort to reach a compromise.

Based on most optimistic predictions, if this framework is created in July, the final harmonization may happen by the end of the year, and if that happens, then along with the regular parliamentary elections – scheduled for next spring, there would be a referendum in which citizens of Serbia would vote for the proposal about Kosovo as well.

Dragan Djukanovic, from the Center for Foreign Policy, told Blic newspaper that he agrees that meeting in French capital can end up with a framework for resolving Kosovo issue.

“As an optimum deadline it is still the end of 2019, although we’ve noticed that in the first half of this year almost nothing happened. Hence, it is not good to speculate on dates and timeframes,” he said to Telegraph.

When asked whether this would mean that citizens at polling stations could vote in parallel for deputies of the Assembly and to declare themselves in a referendum, Djukanovic doesn’t rule out such possibility.

Serbian President Vucic said the West has three possible views on Kosovo’s solution, while Russians have the fourth one.

“Frankly, neither the Western powers agree on what to do with Kosovo, neither do they know what they want. When I ask what they want, they don’t know. There are three views on this issue, which are different, while the Russians have the fourth [for Kosovo]. Western powers have no idea what to do with this issue, “Vucic said.
