Law denies Osmani: President’s picture must ‘be placed in a visible/frontal area’
Speaker of the Kosovo Assembly, Vjosa Osmani, didn’t start well her mandate, as she immediately removed photo of Kosovo’s President, Hashim Thaci, from her cabinet, a move that was widely criticized.
During the day, she said that she didn’t remove the photo completely but just moved it to another place.
“I didn’t remove him, but just moved it to a place that current president deserves. I know the legislation well and there is no constitutional violation, as it does not specify where in the Assembly the picture needs to be. You can come and see for yourself,” Osmani said during a visit to the Health Center in Prishtina.
However, in the Kosovo Government Regulation no. 19/2011, which derives from the Law on State Protocol, it becomes clear exactly where the picture of the President of the State should be placed.
Yet, Article 4, point 3, of the Constitution states that President’s photography must be placed on the wall in a conspicuous or frontal position of the office.
“1. The photography should have a minimum size of 40-60cm. 2. The photography must be framed. 3. Office photography should be placed on the wall in a visible/frontal area. 4.The photography should be placed in a an approximate distance of 2 m from the floor,” the Article 4 states.
There were many reactions during the day, mainly by the PDK officials and political analysts who’ve criticized the act of Mrs. Osmani.
