Kosovo has fulfilled all criteria’s in order for its citizens to move visa-free within EU member states, though it’s not up to the discretion of EU member states to decide whether  and when liberalization will occur.  This was stated in an interview to lajmi.net by the High Representative of the European Union to Kosovo, Nataliya Apostolova.

Apostolova told lajmi.net that the European Commission and the European Parliament have concluded that Kosovo met all the requirements, and that now remains to  each EU member states to decide what will happen with this matter.
