Through an official response concerning the statements of Prime Minister, Albin Kurti, according to which the President had to report to the Assembly before going to the U.S., the Office of the President of Kosovo underlined that the President of the Republic of Kosovo is the highest constitutional institution that leads foreign policy, and that since December 2019 the Assembly has been asked to convene a session for the president to address the deputies.

The Office of the President emphasized that all parties involved in foreign policy are subordinated to the president, and not vice-versa, as are in this case the government and the prime minister, who’re role is implementation of the foreign policy.

“The President of the Republic of Kosovo is the highest constitutional institution that governs foreign policy. As the Office of the President, on behalf of President Thaçi, we have been expressing our readiness to the Assembly since December 2019 for the President to address the deputies, but this session has not yet been organized. This is the second time within a short period that the president has sought to address the lawmakers. Also, all parties that are part of foreign policy are subordinated to President Thaçi, in this case the government and the prime minister, who have a foreign policy implementing and advisory role to their proposals and not the other way around,” the Office of the President response states.

Whereas, regarding the proposals of the Minister of Foreign Affairs, Glauk Konjufca, for the withdrawal of some ambassadors, the Office of the President said that the Office so far have not officially accepted any proposal for the withdrawal of ambassadors, although their appointment and dismissal is an exclusive constitutional right of the President of the Republic of Kosovo.

“If these proposals come formally from the Government, the President will consider them anyway,” the response stresses.
