There’s just one issue dividing VV and the LDK from reaching a deal
Yesterday it was reported that Vetevendosje (VV) had offered to Mustafa’s LDK a ministry, as an opportunity to choose from its five ministries in exchange for position of the speaker of the Assembly, it took on December 26th.
Glauk Konjufca is chairman of the assembly for 17 days. His party, however, is struggling to keep him in office even after reaching the governing agreement with the LDK. Kurti has in turn offered the LDK a ministry, by sacrificing thus any of ministers he proposed a week ago, Periskopi reports. It turns out that Kurti made a terrible mistake by announcing names of the ministers, as this will now in a way damage their reputation as ministers.
The other terrible mistake was naming Konjufca in charge of the Assembly.
Among Konjufca and Blerim Reka, Rozeta Hajdari, Albulena Haxhiu, Besnik Bislimi and Arben Vitia, Kurti and VV have rightly chosen Mr. Konjufca, who won over 76,000 votes on last elections.
Mr. Konjufca’s resignation would be painful for him and for his voters, as well as for VV.
Meanwhile, if the LDK accepts the offer then it would have the chance to “burn” one of five VV ministers and, potentially, cause discontent within VV.
However, the LDK and VV are currently quite close to reaching a deal, as the only issue that separates them is the one of the Speaker of the Assembly, which is persistently being demanded by Mr. Mustafa’s party, as they consider that his would be the outcome of the 6 October elections to be respected, considering that the LDK votes were just 1.5 percent below those of VV. It is hard to believe that the LDK will withdraw from this post, and will accept one ministry in return, although VV is very likely to accept such deal.
Yet, if agreement on this base is to be reached, then institutional responsibilities can be divided as:
VV: Prime Minister [Albin Kurti], Second Deputy Prime Minister [Haki Abazi], Minister of Finance and Transfers [Besnik Bislimi], Minister of Health and Sports [Arben Vitia], Minister of Justice [Albulena Haxhiu], Minister of Trade and Industry [Rozeta Hajdari] and Minister of Foreign Affairs [Blerim Reka], plus at least 10 deputy ministers.
The LDK: Speaker of Parliament [?], First Deputy Prime Minister [?}, Minister of Infrastructure, Minister of Internal Affairs [?], Minister of Education, Science, Technology, Culture and Youth [?], and two other ministries, plus at least 10 deputy ministers.
Number of the deputy ministers is expected to be at least 24, considering that Kurti has already promised “at least” 10 deputy ministers from his party, although he has left open the possibility for more names. That would, in other words, mean that the LDK and the parties from other non-majority communities may also have the same number of deputy ministers.
